During a late spring road trip TPBC CEO John Leech dropped in to meet the CAO of Merritt, Rick Green. The two talked about TPBC’s mandate and the many programs through which TPBC carries out its role as an advocacy association. Rick talked about his career, focusing on his work with Merritt.
Merritt appointed Rick as their Chief Administrative Officer in October 2025. Prior to that Rick was Director of Public Works, Engineering & Development, Municipal Approving Officer. Rick contributed extensive expertise in infrastructure development, operations management, and municipal leadership. His career spans nearly four decades and includes accomplishments in project management, financial stewardship, and advancing Indigenous cultural safety within public sector operations.
At the time of his appointment as CAO Mayor Michael Goetz stated “We are pleased to welcome Rick Green to his new role as CAO. Over the past three years, he has demonstrated strong leadership, clear direction, and dedication to our community.”
Rick added his comment: “I am honored by the confidence that Council has placed in me. I look forward to fostering an open and collaborative environment to advance the City’s strategic goals. By empowering our staff and celebrating their achievements, we can continue building a strong and resilient Merritt.”
Before joining Merritt over 4 years ago Rick was Director of Operations (3 years) and Director of Engineering and Public Works (10 years) with the County of Stettler, Alberta. Before moving into local government Rick offered his professional services as Sr Project Mgr to engineering consulting firms including Stantec, EBA and Rural Road Construction.
Rick and John agreed to stay connected, in particular on technology education and careers and the important work of TPBC as a professional association advocating for engineering and applied science technologists, technicians and technical specialists.
